WHY WE MUST REBUILD THE POLITICAL PARTIES

Question: Why do we even need political parties?

Answer: To balance the governmental process and keep it from becoming a dictatorship.

It was apparently decided by kismet or some other oracle long before we were born that there is not room in US politics for more than two major political parties, certainly not 56 as listed on the Internet. Did you know there were that many registered political parties in the United States? There may be hundreds more in the creative minds of dissatisfied citizens. Most will never materialize. Many champion a single cause and do not stand a chance of surviving beyond the life of the founder.

It’s nothing new. In past years, many people tried to form their own political party with varying degrees of success, none earthshaking, and most futile. For example the Bull Moose party of Theodore Roosevelt polled about 25 percent of the popular vote. Ross Perot polled about 19 percent. Both on a one-shot basis. The Dixiecrats pulled about 11 percent on their abortive try to become a national party. Several others have pulled from one to 5 percent. Mostly they were spoilers. Some were specifically designed to do just that in hopes of defeating a particular candidate.

Such was not the case with Ross Perot. His was an honest effort to win the presidency. As he didn’t win, the question then was which candidate did he help the most? He pulled votes primarily from the Republicans and that elected the Democrat by default. That is not a good way to win an election.

THE OLD PARTIES WERE FOR SALE ANYWAY

Think what would have happened if Ross Perot had spent his sixty-odd million dollars buying a major party. The general consensus of the power structure at the time was that both parties were available to a nominee for about that much money. Both parties, at one time or the other, have been bought and sold by special interests. The democrats adopted the slogan "Pay to play" politics long before the republicans, If Perot had ‘paid to play’ as a democrat, the odds are good that he would have won the presidency. He would have been President with a partisan congress, but there again, money talks. It’s true that many Senators and Representatives can be bought by a clever president with "pork" distributed in the right places. If Perot had won, the Clinton family would not be on the national scene at all.

Any effective new movement must be made within the parameters of one of the major parties.  Forming a third party is like having a third leg --- it just won’t work properly regardless of where it is attached.

Unfortunately, nearly half of the electorate in the US will vote as a block. Most politicians consider the general public to be lacking in good judgment anyway.  Some of the elections in the last few years prove their point.  Many of the block voters can be described as the ‘what have you done for me lately’ crowd. The Democrats own those votes, bought and paid for with pork.

The other half is contemptuous of the Democratic block voters and they primarily vote to spite them.  The more intelligent voters won't waste their time voting where it is obvious that the election is sold out.

Political pundits are always looking for a vehicle with a middle-of-the-road position in politics, but with a firm, clear domestic and foreign policy. The Democratic party, with changes swinging it back toward the middle of the road, could be that vehicle. The pundits generally agree that the Democratic Party is probably the one that is the most vulnerable to a buyout, a term usually associated with business and a change in management, not politics, but it will do to get control of the party.

The Republican Party is not as far right as the Democratic Party is to the left. Of course, the Democrats have to pander to their block-vote constituency, and as the block people expect and demand more government services generally, that is the way the party has to go. That’s regrettable, but understandable.

I am particularly well qualified to write the following because I have been a close observer and participant in backroom politics for more than sixty years in the South. Although I disagreed at the time, I knew deep-down that George Wallace was right when he proclaimed that there wasn’t a dime’s worth of difference in the two main parties. He failed to mention that there were philosophical differences on paper, but some of the candidates apparently couldn’t read. The party with the most egregious record for blatant dishonesty and lack of integrity was the Democratic Party.

In my humble opinion, the Democratic Party of today is only a shell of the Roosevelt era Democratic Party and a disgrace to his name. It survives by pandering to the uninformed voter, who, unfortunately, comprises the aforementioned 50 percent of the total electorate, and by selling favors. Most of those same blocks would probably vote for Gangues Khan if he was on the ballot as a democrat. It appears that the only intelligent people left in the party are the users, and they are getting rich. Most of the other members are somewhere in outer space, worried about their baseball team’s standing in the pennant race or their bowling score, while pandering to politicians and trying to suck another free swallow of financial milk from the political udder.

ON THEIR LAST LEGS

For many years both parties have been diluted by the practice of passing elective offices from father to son, brother to brother, uncle to nephew, cousin to sister, office holder to adopted heir, friend to friend and many other combinations of legal incest. There were very few ‘grassroots’ candidates that ever made it beyond the primaries.

These practices have reduced both parties from what started out to be the loyal opposition favoring the average citizen to two, dirty old queens with every political disease known to man. If the parties don't clean up their acts, the end could be a lot nearer than thought. corruption and apathy will only last so far, then collapse in ruins.

The corruption in the present parties may be bad today, but it is nothing compared to the ‘Solid-South’ and the democrats before and after WW II. The Republican Party prospered in the South primarily because the more honorable Democrats didn’t want anything to do with a rotten Democratic Party, so they switched sides.

The present leadership seems to show very little inclination to clean up the mess. A few of the old timers remain in the House and Senate. Until they are gone or purged, it is doubtful that much will change. Most of these old timers have a rather obvious motive --- they have acquired great wealth that they wish to preserve and they know that to get out of power is an invitation to a corruption investigation.

Much of the old leadership was not only considered dishonest and disreputable, but for sale. Most had the morals of an alley cat and the ethics of a mafioso. These practitioners ran for offices that barely paid a living wage, then emerged later very wealthy. Few dare asked where that money came from. Patriotism or service to the nation has nothing to do with it.

Marginal players, particularly lawyers, who may be having a hard time paying rent before entering politics, would generate a client list that was the envy of their peers. Smart lawyers used the law as a stepping stone to politics and fame and fortune.  That should tell the electorate something, but voters seem to be oblivious to the situation, or simply too stupid to see it.

On second thought, maybe the voters don’t want to know. The voters know that the democratic party, for example, has been sold to special interests so many times that it is threadbare from wear. After being hustled by every nickel-and-dime scam artist posing as a lobbyist and quick buck hustler in the nation looking for a way to stiff the taxpayers, the whole party apparatus has suffered. All power brokers in the business converge on Washington as soon as the democrats take office because they know when opportunity knocks. The Lobbyists suddenly find lots in common with new legislators, and the fine wine, trips, food, gifts, private jets and other gratuities are readily available. Expensive automobiles that some members would have trouble buying the gas for before being elected are parked in congressional garages with full tanks. The keys are in the ignition. Club memberships are paid by donors, and rental fees seem to disappear when the bill comes due.

There are many ways to beat the system without attracting attention. The clever lobbyists know them all. That is what they get paid for. A call from a lobbyist, particularly one who has been kind donation-wise to a member, asking the distinguished gentleman or lady to look favorably upon a certain project gets very special attention.  But, that would make a book in itself. Influence-peddling is illegal, but if the nearly forty-thousand lobbyist and trade association people in Washington have their way, they would actually write the legislation to fit their particular interest. They actually furnish outlines of favorable legislation to their clients on occasion. They do that by winning the favor of the bills controlling politician, believe me, they know how to do it.

Some very wealthy members, especially in the Senate, use their position as a personal playpen to offset the boredom of having nothing else to do. Some use their office to protect themselves from questionable activities. There are office holders today who survived questionable practices through politics. At least one individual couldn't run for president because of his past personal activities, yet he is looked upon as a matriarch of one party. Why can’t the parties purge themselves of people whose reputation damages the party image? Apparently being wealthy and in politics is a good way to stay out of the slammer and remain prominent. What a deal. It works, but that is not what political parties are supposed to be about. What happened to ethical priorities?

THE STATES

It is obvious that, if the states continue on their present course, many are headed for the financial graveyard. That is a relatively new phenomenon for them and most politicians have not figured out how to handle it. Many developed prosperities far beyond their needs when the tax revenues were flowing like fine wine and the prospects for the future looked exceedingly promising.   In many cases, what started out as simple little "departments" (some created to give Cousin Jeff a job) soon became huge bureaucracies and Cousin Jeff's pals started creating other projects to justify their jobs.  Projects require money to operate. Maybe a trip back to the basic fundamentals, dumping many of these unnecessary services, will bring the system back in focus financially. A red pencil on a budget will do wonders if used liberally. Traditionally, state governments have been fairly healthy financially and lived within their budgets, some because their state constitution mandated a balanced budget. With huge deficits and tax sources maxed out, they have no place to turn. The next step is to cut services. If they look hard, they will be surprised which services they can get along without. That would also turn some very talented people back to the private sector. After all, they were creative enough to carve a handsome niche in the public arena, so they should be able to do the same in the private sector. To discharge people is a politician’s worst nightmare.

The secret is to create a methods engineering department with the power to reduce, shut down or modify a department after a feasibility study proves that it is not paying its way. The politician can get off the hook by placing the blame on a distant department beyond his control, thereby insulating himself from dissatisfied voters. A politician will do anything to keep the stain of down-sizing and laying off people from attaching itself to him. Reducing personnel is not in the vocabulary of the average politician.

Now, let’s go one step further; can you imagine the political parties embracing such a position? I can’t as they are structured now, but a new party apparatus could do it and use that as a standard to bring the budget into balance.

If the deficit condition continues unabated and the states go bankrupt, the worst possible scenario could come to fruition quickly. The country could be faced with a bleak future. There could be attempts by some states to break away from the union. Look for California and many of the eleven Western states to lead the charge if it happens. Texas is a sure bet because it is by far the most self-sufficient state in the union. Look for talks between adjoining states to take place in secret to discuss that very possibility. That is all the more reason to clean out the old system and come in with a new one. Without the strength in Washington to curb such an action, it could, and probably will, happen. The excuse, among many, will be why should they carry the burden of debt created by Washington when they have no part in the game. Think about it.

THE REFORMATION

The reformation of the old system must happen because it is time to clean house and build a new and modern government structure.  The old system is obsolete and is held together by too many patches. The parties must position themselves to get back to the basics of our Constitutional mandate. A Democratic Republic belongs to the people, not the elite, contrary to the founding fathers thoughts at the time. (They were nearly all elitists and many were wealthy.) While they thought they were creating a Republic to be run by a certain level of the social order, it quickly unraveled on its own and evolved to be a government for the masses. That probably disturbed some of the founding fathers, because they didn’t think the masses were capable of governing themselves. The general educational level of the new citizens at that time would have led nearly anybody to think the same. I’m sure the new leaders never had an inkling that the general public would become as well educated as it has, or at least as literate as it is. It is possible that they would have framed the constitution differently. After all, I think most of the founding fathers didn’t regard the average citizen as a vassal. Many of the people in the country came here with a debt encumbrance either on themselves or under threat of prison in the old country.

The reformed parties goal must be to help the citizens take care of themselves, not to do it for them. Change won’t be easy because some of the old quacks are still out there handing out favors for votes by creating give-away programs. I doubt that the founding fathers could have visualized the number of socialistically inspired programs we have today.

The old Democratic Party did some wonderful things on the state level before it became completely corrupted. It was the salvation of the common man when the nation was going through some of its toughest times, particularly after the last great depression. It brought critical social change and literal salvation to millions of people as they evolved from an agrarian society to an urban culture, most without training or jobs and many with very little talent to bring to the work place. Social revolution was only one of the parties accomplishments. The Democrats created jobs when there were no jobs to be had anywhere. It put food on the table for millions of families during the great depression when hunger was epidemic. It developed plans that gave the elderly the independence to live out their lives in relative dignity without putting the burden on their children or extended family. Previously, most of the elderly had to live with relatives until they died or were put in the dreaded poor houses of the thirties’. The party leaders passed legislation to provided medical treatment for millions who otherwise would be without. That is only a fraction of what the party accomplished in its heyday. There are many more sources of pride for the old party that the younger generations do not know about. 

All new party conscripts on both sides of the isle need a massive history lesson. The prospectus of the parties must document the many good deeds in the partie’s illustrious past B.C. (Before corruption.)

The present national party system is in a free-fall, following the three lower governments (state, county and city) were corrupt forever. Both party bosses need to search out the more disreputable elements in the system and clwan up their act.  I am sorry to say that I do not think that will ever happen.  That is where we are today.

To regain credibility, the reformed parties must present a positive program that will appeal to a better class of candidate in the future. That can be done by recruiting people with impeccable credentials to carry their banner. Neither has done anything credible lately except to embarrass the nation before the world. The parties must use the positive accomplishments of the past to prove to a skeptical electorate, and public-spirited citizens, that they are not giant welfare organizations, bent on giving its electorate something for nothing in exchange for votes.

In theory, the Republican Party supposedly represents the nation’s wealthy. That is certainly no crime, and it is good to know where their loyalty lies. It is also a fact that as Democrats achieve some degree of success and wealth, they tend to move from the Democratic Party to the Republican Party. That is where a lot of the best talent goes when it is needed most by the democrats.

A typical example of Republicanism is the protected Pharmaceutical   mess presently costing our citizens billions and making billions for their friends in the industry. The wealthy don’t care if drug prices are exorbitant, they can afford it. Of course, higher drug prices will also increase dividends.

The Republicans allowed the oil debacle in this country to flourish by allowing larger oil companies to buy out the competition, while at the same time pandering to the tree-huggers. That set the stage for gouging the public, so they are doing it. Even when these adventures are publicized, nothing is done to correct the situation. Do you think the top people in the oil industry worry about gas prices at the pump? Yes --- only that higher prices means more profit.  But, both parties are wading in that muddy stream. The bucks are too big for them to resist.

The Republicans wear their pro-business slant as a badge of honor. As expected, they are protecting the wealth of their friends and relatives.

One of my gripes is that the wealthy act as if they made themselves rich. With the exception of those who inherited their fortunes and a very few others who made it through entrepreneurship, they became rich because the working class bought their products including software, computers, cars, auto parts, clothing or whatever else they manufactured. Now their primary fear is that the same workers may want some of that money back. The republican protection schemes allowed the conglomerates to get so huge that an attack against them now is like a pin prick in the backside of an elephant. No pun intended. Any criticism is simply ignored.

The ardent republican supporters (mostly radio talk show people and sympathetic columnists) spout that rhetoric day in and day out, crying that the rich are paying for the poor. It makes you wonder if these people realize that the rich would not be rich if it were not for the working class (poor by their definition). Wealth redistribution is certainly not the answer, but it is incumbent on any party to see that those who did the labor receive a fair share of the opportunities it brings. Don’t get me wrong, the poor must not have unlimited access to the national financial trough just as the rich must be accountable for what they get.

THE FUTURE (?)

What about our future as a nation if we continue along the present track?  Lord Woodhouselee Alexander Frazier Tytler, Professor at Edinburgh University in Scotland allegedly wrote a theorem in the late seventeen hundreds that may have defined our future closer than we would like to think. It was during that time that our forefathers were creating our Constitution and the foundation of our Democratic Republic. Tytler supposedly wrote about the Athenian republic two thousand years earlier, giving conditions under which a democracy will fail. It is amazing how our history has followed the pattern outlined in his theorem. The parallel is scary. The following is his text:

---A Democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves generous largesse (gifts and money) from the public treasury. From that moment on, the majority will always vote for the candidate promising them the most benefits from the public trough, with the result that a democracy will collapse under loose fiscal policy, which is always followed by a dictatorship.

---The average age of the world’s greatest civilizations has been two hundred years. (Ed. Note: Until that time.) These nations have progressed through this sequence of events.

---From bondage to spiritual faith—from spiritual faith to great courage----from great courage to liberty—from liberty to abundance— from abundance to complacency — from complacency to apathy — from apathy to dependence — and from dependence back to bondage and finally a dictatorship.

Professor Tytler’s theory, when applied to our present and past situation, contained amazing similarities to us and our government. Where do you think we stand today? Granted, Tytler apparently wrote this two centuries ago, so the standards have changed a little, but our constitution was also written more than two hundred years ago and its values and principles have changed very little. One wonders if the framers of our constitution knew about Professor Tytler’s theorem, even though it was written about the rise and fall of the Athenian Republic more than two thousand years earlier. If so, would the framers have changed anything? Probably not. They put all of the checks and balances in our constitution that they could to make it last forever, in their opinion. But, the generations who followed bastardized it by ignoring its precepts. They did it using legislation to eliminate the possibility of later having to withstand the scrutiny of others, if called to accountability. Analysis of the present situation shows that we are in the complacency to apathy stage right now. By Tytler’s reckoning, we have only one more stage to go before we implode, and the signs are on the horizon that an implosion could happen within the next few years.

Secession by the individual states is only one of those options. If we don’t stop the erosion of the two-party system now, it is entirely possible that we could evolve into a dictatorship, or a group of dictatorships.

Reviewing our history, we can bracket those years where we fit in each segment by events at the time. Here is my analysis of how we fit into the prophetic professor’s theory.

---We moved from bondage to spiritual faith from 1780 to about 1812.

We were in virtual bondage to the British prior to 1780 when our revolutionary leaders decided that enough was enough and it was better to be dead than virtual slaves. Success in the revolution led to the constitution. Yet we held a segment of our own population (Blacks) in servitude under the constitution for more than fifty years after we achieved our freedom. The constitution also freed us from the church of England. The nation became deeply religious and the vast majority of Americans became affiliated with a source of spiritual faith. New religions were born and prospered under our new freedom of religion concept. So, we fulfilled that prophesy nearly to the letter.

---Next we moved from Spiritual faith to courage during the years of 1812 to 1865.

It took the fifty odd years during this segment for our nation to recover from the devastating wars of the past and to prepare for the events leading up to the Civil War. Although some have declared that the Civil War was really fought for economic superiority of the North over the South, and slavery was a convenient excuse to make the war legitimate by taking the reason out of the realm of economics and replacing it with a moral issue. Human bondage has been in effect since the human race became somewhat civilized. An excellent byproduct of the Civil War was the steps taken to correct it at the time. When Lincoln signed the Emancipation Proclamation, he knew full well that he had cut off the free labor market for the Southern planters, and that it would effectively put them out of business.

The social structure of the nation was lopsided at the time. Half of the country had all free people and free trade. The other half had slavery and an economy that depended on that labor for its survival. The Civil War was one of the bloodiest wars in history, after which the nation was reborn under a flag of forced solidarity. Freedom and resolve were incidents that came with the package. It took several generations to erase the bitterness of that period and some still persists. A few generations in the future, unless there is some action in the meantime to aggravate it, will probably cure that problem.

---Then we went from courage to liberty from 1865 to 1945

This was the longest interval of all. It took participation in two world wars to finally bring us out of two devastating depressions, one at the turn of the century and the other in 1929-39. Future presidents learned quickly that armed confrontation was a quick-fix for a sick economy. Development was crippled during that time because of the extreme greed of the political and business leaders, most of whom showed an amazing lack of patriotism.

The white-knight that started the transition from depression to prosperity rode in on the wings of the Democratic Party. That was Franklin D. Roosevelt. He was elected primarily because of the stupidity or lethargy of the Hoover era Republicans. At that point, he had a grand opportunity as a nation to rid the country of machine politics forever, but the fear of not being able to marshal the necessary votes to stay in office forced the democrats to leave the situation alone. In fact, Roosevelt embraced machine politics by selecting Harry Truman, a machine politician from the Pengergast machine in Kansas City, as his running mate. Truman was an honest man.

The party also saw a dark period during that time. The only way to energize the economy seemed to get us involved in another world war. The Democrats began to build on a war platform, and it paid off in the end. Several other nations had the same idea, so a war wasn’t too hard to find. Multiple ideologies were always great excuses for war. After all, many of our wars and police actions since our revolution (about 50 of them) have come under those conditions. That’s a sorry record because it was built on the graves of military personnel.

---Then we went from liberty to abundance from 1945 to 1975.

We were blessed with an incredible amount of new technology, mostly originating out of war. Now—we had all of this knowledge and nothing to build. The great transition in everything from the automobile and airplane to the washing machine and computers was underway. We were forced to develop heinous weapons because our enemies were trying to develop them also, and the race to destruction was on. Everything was a prime target of this new techno-reformation. A group of entrepreneurs took the computer to a new development stage and started the high tech revolution. It was then that we saw the seeds of incredible wealth begin to grow. Many of the new rich worked out of garages and basements and came to market with little miracle boxes under their arms. The bubble started growing and it grew and grew and grew. Uncontrolled growth is always risky because many times the foundation is weak and the bubble can eventually burst. It did.

--- But, we had plenty of money, so we went from abundance to complacency from 1975 to 2000

The nation was wallowing in money and cheap credit. People were living the good life with no thought of the future. Jobs were plentiful. Business was booming. Never have we had it so good. We had a place for anyone who wanted to work. That situation was created by the technology revolution, and generous benefits for those who didn’t, so we decided to stop and spend a little on ourselves.

We were overly generous. After all, there was more where that came from, so we began to buy. The politicians in both parties were in political heaven and encouraged the use of credit even more recklessly. Citizens could even use credit cards to contribute to favorite politicians. Tax money was flowing into the government coffers by the billions, and spending it wisely was becoming a problem. People whom you never heard of were suddenly prominent citizens because they had huge check books and sharp pens. People could and did buy anything. Give a million or so to a university and they will put your name on a building.   A lot of people did.

After credit cards became money and an item of convenience to ease the purchasing process, people didn’t have to go to the bank, but unfortunately, it became too easy and the exhausted workers began to build debt, and became complacent about paying the bills. That led to complacency in other areas. Many politicians run for office because they knew that a complacent electorate would elect them if the process was easy enough.  It surely wasn’t because they liked the cut of the politician’s coat, or the indicated that he would be elected anyway, ability or not, so why bother. Where education previously opened doors of opportunity, now money is the door-opener today. Which new car to buy was more important than studying the background of the politician we were about to elect, and the fallacy goes on and on. That complacency started the next stage.

During that period the United States rolled the entire population up a notch socially. The African American came on line in a big way and took his place in the grand scheme of things by replacing the old middle class. The Black nonviolent revolution, modeled after Mahatma Ghandi, had given the Blacks the confidence to speak out and demand their piece of the pie. After numerous name changes, from "Colored" to "Negro" to "Blacks" to "Black American" to "African American." They finally settled on the latter and started the climb toward acceptance as an equal in society.

The older middle class with all that new-found money and voluminous credit, had moved up another level, called Baby Boomers for lack of a more dignified name. The Boomers contain a lot of the Hippies and Pacifist's from the several wars. Most of the Boomers didn’t want to be clerks, teachers, nurses, truck drivers, secretaries, warehousemen, laborers and the other mundane jobs like their fathers had done before them. They now owned homes and cars and had money in their jeans. Many were professionals or semi-professionals with good corporate or government jobs. They didn’t worry about spending thirty-years with an employer to get a meager retirement. They would play the market and move from job to job, taking their retirements with them. The education for the average Boomer was far above middle class job holders of past generations. It was time to move up, so they did.

African Americans, as the Boomers shifted upward, began to realize the power of the vote and used their block vote to great advantage to get preferential treatment from the various governments and sympathetic institutions. A huge number of younger African Americans had no training or preparation for the move into middle class. The rise in the minimum wage gave the younger people a new lease on life. Even the lowest paid individual had money to spend.

Quickly recognizing this fountain of wealth, the merchant class rapidly switched their orientation to the Black potential customer, sticking at least one black person in every ad and TV commercial to prove their solidarity with the class. That opened the flood gates for huge credit debt, and now the average citizen (White and Black) is supposedly in debt for thousands of dollars, being repaid in small payments at an exorbitant rate of interest.

Seeing a grand opportunity, the Blacks started capturing the urban cities by heavy infiltration and converting city governments to nearly all Black institutions with block voters. Any other ethnic individual or group didn’t have a chance. The more qualified individual Blacks quickly moved up to important positions; judges, administrators, supervisors and political.

Apparently the corruption is rampant among the new heads of cities and their staffs. One Black city department head told me in private that every morning, when he arrived at his office, an FBI agent was there to greet him with questions. I have heard that from others, but there are seldom any indictments. It is hard to tell if indiscretions are being overlooked or not, but some believe that the sheer numbers of indictments, if the inspectors had their way, would jam the court system for years, and with ethnic juries, it is seriously doubtful that anything would come from it anyway. It would be difficult to put an entire city administration in jail.

The Boomers, by ignoring the return to political graft and corruption in the cities, were apparently trying to atone for slavery a hundred and fifty years earlier. They are reluctant to criticize the occupants of their old offices, regardless of the ineptness. Their aim was to give the African Americans anything they demanded as some sort of warped reparation. That put more hands in the treasury trough. The demands covered items like special tax advantages, job allocation by census percentages, forcing business and government to hire African Americans over more qualified Caucasian candidates with threats of boycotts and just plain graft. They also demanded special university quotas, welfare, free housing and many other areas where the payback is still going on, and will for many years to come. Now that the system has been bled dry, a new demand is surfacing, that of reparations for their deceased forefathers who were slaves. Somewhere along the way somebody forgot to mention that the original slaves were sold to the slave traders by their own people in Africa and resold to the planters.

Eventually, the Boomers began to realize what a monster they had created and began to renege on the deal by abolishing some of the more outrageous demands, like affirmative action, special home loans and other absurd grants, but it was too late to stop the massive flow of most free services in many areas.

A little recognized sleeper in the making is the huge Hispanic population that is proliferating rapidly. As the African Americans moved into government and private sector jobs, the lower wage scale labor market appeared nearly overnight. Faced with the demands for everything from homes to automobiles by the social revolution, the door was opened for immigrants, both legal and illegal, to flow into the country to take those jobs. The immigration laws were ignored as the demand grew and the national borders ceased to exist for all practical purposes. The immigrants came in droves (millions). The cost to the governments and the private sector to keep them here is staggering, For example, indigent medical care alone in the Northwest sector of Atlanta, GA, costs thirty million dollars per year to take care of the immigrants, with no chance of recovery. There is no telling what the national totals are. Where do you think that money is coming from?

---Next came the move from complacency to apathy.

If we apply Professor Tytler’s prognostication, apathy is where we are today. The situation may not be salvageable. I don’t know. However, the Democratic Party could play a huge role in saving the system if it were reorganized and moved into the realm of respectability. If the party would dump the far left image and move toward the middle of the philosophical road, I believe the situation can be salvaged, but only with a complete overhaul of the party from top to bottom. It must be prepared to lose much of the block vote of the African Americans and others because once you advocate taking away the gratuities that you gave so generously, they will probably turn on you. That is not racial, but human nature. The Hispanics will more than fill the gap. They already outnumber the African Americans, but most cannot vote —yet. Once they achieve that right, the party will take on a whole different look. Hispanics are more aggressive than African Americans and will move faster. The illegal immigrants in the country now are not the intellectual class. They came to fill laboring class jobs. The intellectuals will follow or gravitate from New Mexico or California once they realize that a voting block is waiting for them.

The democratic party was founded to represent the common man and make that accommodation so comfortable that it would attract the majority of voters. The Party will require about ten years of intense public relations, education and planning under strict scrutiny and creative examples by carefully selecting the candidates it puts forward to do it.

It is a shame that what was once a great political party has slipped into leftist purgatory with many of the splinter parties. Can it emerge as a great party again? Will the party ever do it, or will the slide continue? If it does continue, the entire nation could be dragged into the muck with it, and the final prediction of Professor Tytler is just a matter of time away from fruition. We will be ruled by a dictator.

The Democratic Party needs an internal revolution to make it truly a party of the people again. To wait is to be too late. With the three huge blocks of voters, the working man, the immigrants after they get voting rights and the African American could account for more than 55 percent of the electorate. Just with those voters, the party would be a worthy adversary. The question is, can the leadership of the party handle the responsibility if they get it, without screwing it up? Time will tell.

Certain basic rule changes will have to be considered to make the party attractive to the average voter. Some of these recommendations will be momentous in scope and will change the country.

One of our failures is our attitude. We are arrogant enough to think that our system is the best in the world, and we should force it on everybody else, not give any consideration to the way other countries govern themselves. We seem to have forgotten that many of them have governments in place much older than ours and they are not in the state of disarray that we are today. Most of them have been living, worshiping, dancing, dressing and thinking the way they do for hundreds of years. We are upstarts as far as their history is concerned. We have no business interfering in their lives.

We have a trade deficit that will eventually bankrupt us unless we do something to stop it. Anytime a government has more money going out than coming in----the end is in sight. The average man doesn’t understand, so he is not concerned. Those who do will stay silent out of fear for their jobs. Someday we might not be able to pay the bills. That is when it will take a market basket full of freshly printed dollar bills to buy a loaf of bread. That is when we sink as a nation unless we do something to stop the flow outward and get something started inward.

We have been on a spending drunk for a long time now. We had better sober up. Some of our waste is pork for politicians, used to buy votes by pandering to local political bosses who can deliver votes. The rest is pouring huge amounts of money into programs that do not, and will never, benefit the average American, like trying to change the way the rest of the world lives and thinks.

This is only scratching the surface of the changes that we need to make. Here are some others in which the new party needs to take the initiatives.

It is time for the party to do something momentous to regain the credibility and momentum to return it to greatness. In the past, some of those acts were the social programs that brought the nation out of the great depression, WPA, Social Security and WW II. All of these molded the nation and galvanized generations of people into cohesive voting units. The party members were proud to be Democrats, as were the Republicans. The party must do something along a giant scale.

I suggest adopting one or more of the following as a history making move. It would mean that the nation has turned the corner from an agrarian society to a technological marvel. It would mean that the people have elevated themselves to a point of sophistication where each has the capacity to participate in his or her own destiny. There are several areas available to the party. For example, the flat tax idea is an excellent idea. The national sales tax to replace the IRS is even better, Limited advertising where a candidate would tell his or her life story in minute detail in 24-- 81/2 X 11 pages of type and pictures telling why he or she is the best person for the job. Limit all advertising to the one booklet and maybe one debate. Put the booklet in the hands of every voter one month prior to an election. Forbid candidates from running against each other and make them run for the office. No personal attacks allowed. Set up a nationwide voting system to vote by phone and keep the polls open Friday, Saturday and Sunday. Security would be no problem. There is plenty of technology available to reduce the chance of crooked voting to an infinitesimal fraction. Those are just a few. There are others. My favorite is the following:

In the United States today, all adult citizens are eligible to vote unless the privilege has been revoked for cause. Voting should be changed from a right, as stated in the 15th amendment of the constitution, to a requirement by a new amendment to the constitution. This formula will justify this position. It is partly based on a simple concept of averages. For example, if 100 percent of the eligible voters were required to vote in every election involving a living candidate, many of the incumbents would not last through the next election. This idea is based on the premise that, as a citizen, paying taxes, electing politicians, using the facilities of this nation and participating in many government programs, each voter has a duty to vote to insure that we elect the best candidates available for office.

Less than 40 percent of the eligible electorate votes now, and will continue to vote, regardless of a mandatory vote law. These are dedicated people who actually believe in the system and want to be a part of the process. You and I are in that group.

That means that more than 60 percent of the eligible voters are presently not participating in the process. They are doing an injustice to the nation. Their inattention allows malcontents and inept people to run for office and get elected. Probably half of the non- voters would take an active part in the process once they realize that they can make a difference, and with a little nudging by a legal requirement. They are a part of a large block of law-abiding citizens who are not well organized, so they don’t bother to vote. Vice President Spiro Agnew properly classified them as "The silent majority." Once these people become involved, no more action will be necessary to keep them doing their duty.

That leaves 30 percent of the eligible voters to be deal with. Of that 30 percent, probably more than half, or at least 15 percent are capable of understanding the law, and will actually vote knowledgeably once it becomes mandatory, but with some resistance at first. When a voter sees his peers and family members voting, they will come on board. These people are easily lead. Many will come because they simply don’t want to be different. We are a herd-bound society, and once these people see the way the herd is headed, they usually will follow.  It's called the bell-cow concept.

Of the remaining 15 percent, about half (7.5 percent) of these will not be capable of telling one candidate from another. They are basically ignorant, but will obey the law out of fear. For all practical purposes that is all that they will be doing. A few candidates will get gratuitous votes from them. Their participation will be strictly to abide by the law. Nothing else.

Of the remaining 7.5 percent, a small fraction is not capable of deciding anything, particularly which is the best candidate for a given post. These people will not understand the significance of their vote, if they bother to vote at all. Part of this group will never vote and never understand why they should. The low IQ of these people will have to be dealt with humanely, possibly an exempt status or card should be created for the indigent.

The figures above indicate that approximately 85 percent of the people will vote intelligently. That is more than doubles the number of votes casts now.

A political party should have control of who uses its name to run for political office. If a candidate does not measure up based on his past history, ethics, honesty and integrity, he or she could be turned away and advised to find another party if the party minimum standard can’t be met. There would be no prohibition against anyone running for office and it would be the obligation of the candidate to find a party banner for his campaign.

Couple this percentage of knowledgeable voters with term limits, and we would have legislatures composed of outstanding people with no ulterior motive to get elected and a willingness to donate the time required to make our government what it should be, rather than a morally decrepit haven for degenerates, thieves and people with hidden agendas.

The Democratic Party could be the leader and trend-setter for change again, as it was in the old days. Its integrity alone will be the example for making democracy live forever.

Some politicians are my friends whom I know to be honorable people. Others I know are of questionable integrity. It is a shame that the good are forced to associate with the bad because of a party label.

Now for the flip- side. I have been told by knowledgeable people that my reasoning was flawed and would fail, that the uninformed and ignorant should not vote. I argued in opposition to that view, that all people who had the option should be encouraged to exercise it, and that I was sure the opposition from the people would be minimal, that we would be able to teach the public quickly and easily, even if we had to have a practice election to work out the bugs before we had a real test.

I have reason to believe that their argument have some merit. The claim that I had overlooked the obvious, that up to 50 percent of the American voters are not capable of making a rational decision when it comes to politics is wrong. I believe the American people have a much higher percentage of illiteracy than we think. Functionally illiterate means that they have some education, but do not meet the minimum standards of basic literacy. It’s true that most functionally illiterate people can read and write enough to get along in life.

A friend of mine, a retired college professor whom I respect very much, and who was convinced that I was on the wrong track with my total vote concept, frequently pointed to some of the more obvious people in passing and remarked, "And you think that moron should vote!" Of course, I disagreed at the time and jokingly accused him of snobbery, because I had a category for that odd looking fellow. My system would mandate that I educate him or write him off in the small 7.5 category designed for such people.

Taking into consideration the crop of young people graduating from our totally inadequate public school system, I can understand his anxiety. Each year we have another crop of morons on the streets from our government schools. Many of them are being socially promoted to get them out of the system and to keep fourth graders from growing a mustache. If the students are promoted out of the system, they don’t have to be counted for budgetary purposes. We must change that situation or we are in big trouble as a nation. We lag far behind the rest of the world in educating our young people, so a campaign coloring the situation red, as it is, and promising to change it to green would be another worthy cause for a rehabilitated political party to adopt.

We have always been critical of our government. That’s one of the freedoms that we enjoy. There are many people like me who respects our Democratic Republic so much that we want to reform it for the future. I want to keep it technologically in harmony with the times and use every resource to the maximum to make life in our country better in every way. I want to make our lifestyle, not just compatible with the rest of the world, but better and not force it on any other nation. If we create the proper model, the other countries will come to us.

In the past, we were idealistic and thought that modern education and technology eradicated enough ignorance to make the world safe and respectable place to live and work. I was back to the chicken in every pot and car in every garage notion, --- then I looked around. The revelation startled me. As pure and idealistic as the concept was, the key ingredient was missing. That ingredient was the lack of capable and willing people to step forward to positions of leadership without reservation. That left those positions available to the predators. We need people whose aim in life is to make the country better, and to make life for all of our people good and decent without an extreme ideology, left or right. We need people with the backbone to keep the country from drifting into socialism or nationalism. To protect the good from the bad. Not a utopian state, but a nation of realist operating within the framework of a great national party. That could be the democratic party ---if it would rid itself of its bad element and return to the basics.

OUR FUTURE AS A PEOPLE

People are generally not interested in other people. They are interested in themselves and how they can use the system for their own benefit.

I said long ago that if we didn’t modernize our system, we were headed for third-world status or a dictatorship. Sheer greed and moral turpitude would take us there and bury us so deep that it would be doubtful that we would ever work our way out of it. Now the specter of dissolution of the nation as a  coalition of states has been called into question, another possibility has been thrown into the mix.  The awful Third-World nations of today could be role models for us tomorrow unless we recognize our direction and change.

Here is the key message. A good percentage of people who do not vote are the literate people who must come forward to reform and save the system. Unless the system is reformed, the American dream could become an American disaster in a few years. The country is shifting rapidly off course, and unless we change, we will be on the slippery slope to dictatorship and Professor Tyler’s prophecy about a democracy will be fulfilled.

If a collapse comes to pass, the country could emerge under a yoke of tyranny. Germany did. Shortly after Hitler became Chancellor, he had a law passed taking all civil liberties away from civilians. Congress has recently passed a similar law in the United States. It is called the Home Defense Bill. It has been signed by the president and is in full force and effect today. It is called the Patriot Act. It was a law like that could authorize concentration camps to hold dissident civilians.

Americans have never experienced anything like that, so it will be a terrible experience. When that happens, may God help us, for we will be powerless to help ourselves.

What kind of government will we have after the transition? It won’t be Communism. It has had its run on the world stage will probably be an also-ran forever, so it won’t be that philosophy. Its failures were monumental and well documented.

The Nazis used the communist as their excuse to pass their equivalent of our Patriot Act. We are using the terrorists. Our liberal left has flirted with socialism for many years, and it has come to the same dead end. It is seriously doubtful that any form of socialism will pass muster as a successor. If it does, it will be under a completely different format, and even then, I don’t see it as a threat. So, forget the socialist philosophy.

One problem lies in the dangerous rise of Nationalism in the world. Nationalism means dictator. That is probably the logical successor after the fall of a Democratic Republic, as Professor Tyler pointed out. Why leadership inevitably moves in that direction, or cycle, is not known. It could be the lack of discipline that follows when every citizen is accustomed to having everything they want and price is no object. Credit replaces cash and integrity collapses as the bills come due with no way to pay them. Individual credit burdens could be the key. It could be called the spoils of prosperity on a massive scale. Usually, the only way to correct a situation like that is to destroy the system and rebuild it in the image of a new leader or party, and of course that new leader will be a dictator. If a dictatorship comes to pass, many of our institutions will become unrecorded history under the new leadership. The hotbed of advanced education must be extinguished for the new order to survive. With that comes the destruction of written history. Laws will be selectively enforced and any threat to the new leadership will be put down with heavy force. Corruption and revolutionary ideas outside of the dynasty will be discouraged by severe punishment and eradication of the revolutionary element will be quick execution. The Romans did that with the Christians. Hitler did it with his enemies and Stalin starved an entire nation into submission. These people were brutal, but we have people of that same mentality walking among us today.

"You ain’t seen nothin’ yet," a popular singer used to say, until you see what a dictator will do. Regimentation will be strict, and education will be channeled to fit the image of the new government. All of our freedoms will be gone. A citizen’s failure to perform to the satisfaction of the new system will be grounds for extremely harsh punishment. Other moves to kill the opposition will be restrictions on group meetings or any activity where anarchy could breed. History will repeat itself — aided by technology that Hitler and Stalin never attained.

That is the most extreme form of punishment that can befall a free people. Life will become unbearable to many, especially those who lived through our present times. Our greatest danger is that The American people don’t believe such a calamity can happen to us. Unfortunately, not only can it happen, but it probably will happen unless we make our present form of government strong. By keeping the most powerful political forces in the nation from falling into retard is the first step. A powerful adversarial system is the only answer. Otherwise the present system, with all of its good points is headed for the abyss of oblivion. That alone makes it necessary that we rebuild the weakest of the two major parties.

To remove less than five hundred of our present leaders, and replace them with surrogates, would probably collapse our government as we know it. That operation would take a total of about three hours. Confusion would reign supreme. The transition would probably not be contested by our citizens.

Of course, that must not be allowed to happen. If we have a strong two party system, each to keep the other honest, we will be strong enough to avoid any activity by a would-be dictator or group. That is reason enough to rebuild our weaker party to one of strength and integrity and then keep both strong. Time is of the essence. The move is being made under the masquerade of religion. That can only be stopped with strength, and a strong two-party system is the way to do it. Situations move fast this day and time. We must settle into a format that is absolutely tamper-proof by political monkeys. Our system must be built in granite and immune to maneuvering by party hacks, particularly bureaucrats. That is what a rebuilt Democratic Party can contribute to this nation.

Why don’t the young democrats see that, and do something about it? The rot became really obvious when rumors surfaced recently of fortunes being made by party officials using inside information. Rumor has it that one high party official made twenty-million dollars in the last couple of years from what was believed to be an inside tip. It has been established that a now sitting Senator made a hundred thousand dollars several years back, apparently with insider help from a constituent. That was a violation of a now disregarded law. The rumors must not have much substance because there have been no indictments to date, (giggle), and these lucky people are out there leading the good life. There are also rumors that some highly placed democrats, who are in positions of influence, have been very generous with their off-the-record counsel to other democrats.

There should be strict ethical questions about office holders who became rich while in office. There has always been unanswered questions about how this money was accumulated so quickly. The answers are always fuzzily mumbled about something called ‘good investments.’ Lucrative book deals that obviously will never recover the advance are made with abandon, but who’s counting?

The first step is to clean up the mess, get rid of the accumulated crud and start fresh. It’s time to get idealistic, enthusiastic and above all, honest younger people involved in the process, and support them.

We must have a strong, clean party. Without adversarial pressure, the nation could evolve into a dictatorship. For that reason alone, it is necessary that we restore the system and give the electorate an honest choice of candidates in front of the electorate.

There will be people who will take great exception to any thought that this republic could collapse. That is a narrow approach blinded by faith in a system that is as vulnerable as any other nation in the world, and the win-loss record is long. No government will last forever. Who can point out one major government that has not changed in the last thousand years?

The nation has fallen into the hands of latter-day robber barons. They can be found in the rosters of the exclusive clubs and organizations like the Trilateral Commission, the Council on Foreign Relations, the secret societies in some universities including independent organizations like The Bilderberg Group who meet annually to discuss world events. All of these organizations have greatly influenced world events, and most have a global agenda. Our decision is to decide which of the many choices of government do we want in the future. My suggestion is that we keep the best of what we have in this one, and develop the next one using our present format, with additions for the better.

The party should disavow these organizations. If the party does not separate itself from these secret societies, it will never get the full support of the working class once they realize that their leaders are not their leaders at all, but working within the agenda of some secret organization. The reason the members have not bolted from the party already is the lack of knowledge about the influence these organizations have on the national stage. As of now, very select groups decide who they want in office, even the President, then get behind him with money and the influence they wield and elect him. The rebellion of the voter is not to correct the democratic condition, but to escape to the other party.

The condescending attitude of these groups toward the rank and file is that they know what is best for you. You don’t. The common-man touch is nonexistent.

The party must get better quality candidates. Most first-time candidates not in the clique soon realize what is happening, so they go as far as they can go, then drop out. Without the support of the global strategists and their money, a candidate has very little chance. Money is no object to the great merchants of the world. Their tentacles stretch far and wide and cover many fields. How do you know whether that bright idea being considered by the Congress was not born in the meeting rooms of some other country, or maybe the United Nations?

The ultimate goal of the secret strategists are to make us a part of a global economy. Such a strategy will reduce us to third world status in a few years unless we stop it now. We must move to preserve what we have or we are on our way.

Don’t forget the Alexander Tytler (Lord Woodhousesee) prognostication. We can’t let that happen here.

This is the opinion of one old man, a former democrat who voted with the party for nearly sixty years, until I too got disillusioned and became an independent. I need to go back to my political home, but not in the condition it is in today.

HOW OTHERS SEE US

The following is in response to my request for an outside opinion from a foreign intellectual. Some parts of it are argumentative and might not express the views of the majority of Americans, but that does not negate his right to see us through the eyes of someone living in another part of the world. The contributor sees us quite differently than we see our selves.  He is Turkish and a former business associate of mine who spent several years in the "States".  He is also very familiar with life in several other countries.  I asked him to critique us honestly and fairly.  He may have gone a little further than I wanted, I think he did a good job, but you judge for yourself.   

Hello Jack:

You asked for my comments about the United States as seen by the rest of the worldt.  First, let me tell you that it is a fantastic place to visit and a wonderful place to live.  The best indication of how others see you is from the media perspective.  Great Britain and Europe sees you one way and Turkey and the Middle East another.  There are people in all countries that admire you, and there are those who hate you.  I suspect the hate is largely jealousy.  

First, I have a question for you. What has happened to the United States? When I first came there as a student fifty years ago, I found a country filled with pride and courage. You were generally admired all over the world. Everyone, including me, wanted to live in the US because we envied the wonderful life you had. We even included English in our schools in anticipation that one day we would be a lot closer. That never happened. There are many things we admire about the US, --- and a few that we don’t.  

Your history is to be admired. You stood in rigid ranks at Bunker Hill and faced enemy riflemen firing point-blank at you during your Revolutionary War, and you won. In your Civil War, heroism was commonplace. In WW I, your soldiers climbed out of trenches in the face of murderous enemy machine-gun fire without a moments hesitation, and they won. You became the most prolific nation in the world during WW II with your manufacturing capability, and the superior quality of your products. Your soldiers never flinched in the face of overwhelming enemy fire, and you won. You were considered the best in the world.

For many years, you protected the world from persecution by letting any predator dictator know in unequivocal language that you wouldn’t stand for that kind of activity, and you backed it up with force if necessary, and you usually won. The world admired you for that. You were Americans and you were proud of it, and you had every right to be.

Unfortunately, you overdid it and developed an arrogant attitude. That is how you are seen in most countries today, and whether you know it or not, arrogance breeds contempt. It all started when you began losing misguided wars and your people changed drastically. It seemed that bluster and bluffing was your way to offset some of your old civility. For example, after Korea, Viet Nam and several other ‘Police actions’ that you lost or were forced to abandon for one reason or the other, your people became aggressive and over-bearing overseas. 

After the dissidents took to your streets, alleys and parks in protest and you let them win and much of us lost some of the respect er had for your government.  Those miscalculations seemed to turn your great nation into a bowl of jelly. It looked like you created confrontations to save face and try to get your  national pride back to what it was before your hippie generation made a mockery of your laws. We simply didn’t understand your government’s attitude and your government did not help by taking precipitous actions with or without world concurrence. So, what happened to you?

Well, we believe that somewhere along the line you lost your nerve and all of that intestinal fortitude you inherited from your gallant forefathers seemed to disappear in a span of about thirty years beginning about 1960.  That happened mostly when  your young people turned into hippies and malcontents, mostly brain-dead from narcotics and drink. It seemed to start with your rock n’ roll generation.  Simultaneously the drug culture literally exploded.  Some of us old timers blame the rock n' roll permissiveness for that transition to moral decay. 

It was sad to watch as you stood by and let the anti-war and anti-government cowards shout you down and defame your government by burning and desecrated your national emblem. We watched with some degree of astonishment as your young people went into a downward spiral. You allowed some young men to escape to Canada to avoid fighting for your country, then you forgave them when they cried to come home. No country in the world would have done that. You watched as the drug culture proliferated and spread their foul poison to your children and grandchildren, and you did nothing, or very little, to stop it.

You stood by passively as your politicians sold out for votes and made special laws as pay-back for those votes, yet you continued to vote for them. In many cases.   Where are your values? So, what did happen to you?

There was a time when you could celebrate your holidays by displaying religious artifacts wherever there was an open space, be it on a court house lawn or in a park because you had freedom of religion,--- you thought. The holiday displays were for all of your people to enjoy. It was apparently open to all participants, regardless of their religion. You lost that right, among many others, by obtuse court rulings and you haven’t done anything about it. Do you call that freedom of religion? You have painted yourself into a corner by appointing your Federal Judges for life. We have known about senility for many years, and have done something about it with our judges.

You think you have free speech, but try saying anything that could be misconstrued as ‘hate’ rhetoric toward a minority group, or individual, and see how long it takes the Federal Marshals to be at your door. You have liable and slander laws to punish people by civil action for writing or saying bad things about you. Now you have hate laws and that makes the charges felonies instead of civil infractions, a much more serious charge. Hate laws sweep with a much broader broom and are easily enforceable by police action. Where else in the world can a tone-of-voice get you arrested? How close to a dictatorship can you get without calling it what it is? Do you call that free speech?

So, what happened? How did you allow your nation to slide into this murky situation? For one thing, you have a number of minority groups in your country that are in a revolutionary mode right now. You bow to their every wish or suffer the consequences. You stand by and take their abuse because you are apparently afraid to voice your objection because of the hate crime laws. Obviously, there are no moral standard there.

Simply put, it appears that you have lost control of your own country.  You’ve had troubled minorities in the past and you lived to see better days. Will you see them this time?

Your history is impressive --- except for the last 35 years or so. Your propensity to mistreat your minorities in the past has come home to roost. Your Mormons were kicked out of nearly every state they passed through until they found a place that nobody else wanted.

The Irish tolerated signs in Boston that proclaimed, "No dogs or Irish allowed", yet they survived and prospered.

The Jews were literally kept in social bondage by being socially shunned before WW II. They were refused membership in clubs, corporations and social functions. They pulled themselves up by hard work and contributed to the American dream in many ways. The terrible holocaust in Germany helped you, and the rest of us, understand their plight in the world.

Your citizens of Japanese ancestry were incarcerated in their own country during WW II, yet they came back as a strong asset to the country.

It would take a book to document the abominable treatment your native Americans received from your own people, and still do. Can you blame them for fighting back? 

Now you have an enormous invasion of illegal immigrants from the Latin countries demanding citizenship and all of its privileges.  You will give them what they want after grumbling a little. 

It is true that, at the moment, the Cubans and Hispanics are going through difficulties by suffering the same privations of past minorities. They seem to be pulling themselves up to acceptability with hard work and are not demanding something for nothing. Even the prisoners dumped on your shores by Castro at the invitation of one of your past presidents are thriving.

These are just a few of the foreign people who suffered a degree of persecution in your country and survived to prosper. There were others who were successful also.

Then there are your citizens of color, a totally different situation. What makes them so special? Well here is what many of your countrymen think and will only repeat in private about that. You will be surprised at the resentment over some of the things that have happened beyond the ordinary civil rights issues.

I have talked to many very literate people in the US, including politicians, who have positions and questions in their minds that they will only guardedly discuss, even in private. Among many other things, they wonder why some of the blacks are demanding retribution for perceived wrongs that were supposedly perpetrated against their ancestors long ago, even if it was the law of the land at the time. It apparently doesn’t matter that, by being brought to your country, their lot was improved a thousand fold over what it was in their jungle homeland. They seem to have forgotten that it was their own ancestors who sold their young men and women to the slave-traders in Africa. Most of the slave traders and their ships were not American. The slaves were subsequently resold to plantation owners to work because there was a need for cheap lanor. But, even there, though primitive, their living conditions were eons better than the jungle from whence they came.

Minorities in the US represent a relatively small segment, about 20 percent, of your total population, yet they shout the loudest and demand more concessions. For that, they deserve a more critical examination. They have demanded and gotten social and significant rewards for their own race that other minorities have not received. There are no special holidays for other ethnic groups, or time period set aside for the recognition of the history of a specific race, but there is for some of your minorities.   Is that special treatment of one race over the others? It appears to us that this so-called social issue is in reality a political issue, where politicians are giving all of this ground only because the vote of the minorities can tilt the tide of your elections. If it were not for that fact, you would probably have a different social situation in your country today. 

As soon as your minority leadership realized they had the swing vote in your elections, they demanded preferential treatment and got it.

Here are a few examples as told to me.

You offered economic parity in all areas, but they wanted more.

You offered welfare, which they accepted and made a career of abusing.

You offered a leg up by removing any obstacles or laws that even hinted at keeping them subservient, but that wasn’t good enough.

You offered affirmative action, but that wasn’t good enough either. 

You allowed them into your clubs, homes, churches and businesses to show your compassion for their previous plight. But that wasn’t enough.

You offered them all kinds of government and corporate handouts, but that still wasn’t enough. 

All of this in a country where an elderly gentleman once told me that he didn’t even know where his house key was located because he hadn’t locked his house for forty years.

As I mentioned before, your politicians realize that the balance of power rests with the minority voter, therefore they are ready, willing and able to prostitute themselves for that vote. A few minorities know that and they are exploiting their good fortune without a single consideration for the welfare of your nation or their own people. They have a few left-wing politicians working with them to disrupt the system. It is all a matter of power. Some of your wealthiest politicians, who are bored with life and use government service as a personal playground, (we have those too) are happy to take money from the taxpayer and give it to the complainers in exchange for votes. It tickles their ego. Those same politicians would sell out your country in a second if the price was right. Take comfort in the fact that if your nation ever evolves into a dictatorship, those rogues will probably be the first to hang.

Minorities have always been a part of all civilized countries. It appears that some in your country are on a path of self-destruction, like your native Americans and alcohol, and drugs. You should allow your minorities to have what they want --- with a single stipulation? They must earn it --- there will be no free rides for anyone. That is the way we do it, and it works.

Your country was built on hard work and basic values, not on free handouts. The hard-working people of the US should be ashamed of the freeloaders and take action to curb their huge appetite for handouts.

Your countrymen are still on a financial drunk. With your economy falsely looking better by the manipulation of statistics, your personal and government debt has it nearly in the ditch. Sobering up time might be just around the corner. Are your citizens spoiled? They think nothing of spending massive amounts of money for items of style or pleasure. Your greedy corporations are exploiting that weakness to the hilt. Nearly every family in your nation is in debt, some over their heads.

One of your television commercials shows an individual living in a beautiful home, with a new car and membership in a posh golf club said in his appeal for help, that he is in debt "Up to their ears." Apparently very few of your people could cash out in a sale. A few have some savings, but, according to what we read, they really don’t have a clue about how to handle it. Statistics indicate that many of your people are living from paycheck to paycheck, with little thought of anything but survival. Your citizens seem to have adopted the attitude that, if their personal situation crashes, they will simply walk away into the world of bankruptcy and forget the whole thing. Scruples are not a consideration and that is a character flaw in a civilized world. If your president is successful in privatizing a part of your social security, it is going to be interesting to see if he can keep that money out of the corner pub.

Your press is running amuck. They are not interested in news. Their interest is in sensationalism and devouring the hapless individual who gets in their way. They have become predators. It sells papers and brings in advertising dollars. Apparently news is a necessary sideline to meet the criteria of being a newspaper, thereby qualifying under your Constitution for freedom of the press credentials. They don’t seem to know that the newspaper went out with oil lamps and candles. The world has modern communications now to transmit news instantly from the site of the occurrence to your home. It is just a matter of time before there will be no printed press.

The problems outlined herein can easily be applied to about half of the civilized countries in the world, but you have some unique problems. If you look closely, the single thread that links all of this together in the US is greed. Your country is a prime example of that inevitable evolution that takes place every few centuries after the greedy start injecting their poison into the system. You have had the best, and now you are on the road to the worst, unless you recognize the problem and have the guts to stand up to it. Your problems are identifiable in history, especially since the abolition of the absolute monarchies.

Now nations are ruled by committee. It is a fundamental part of the committee system to eat its young, thereby not perpetuating itself. The committee system attracts all kinds of charlatans and quacks as well as becoming a haven for the dishonest and dysfunctional.

Governments have survived for a very long time with these same maladies, but eventually they fall. Yours probably will too. It is just a matter of time. Don’t be disheartened. Most of your present generation will not live long enough to see it happen, but be assured, change will come as surely as the day follows the night. It is usually for the best.

Now you have a terrorist war on your hands, only this time it is on your home turf. That should merit a lot of concern. You have not really seen what this shadow army, now hiding in your midst, can do to you. They are extremely dangerous, well educated, probably in your schools, and deadly. You might want to think about that. They have probably already developed exotic, but inexpensive, ways to strike, like a small area e-bomb (an electromagnetic pulse) or the equivalent. We are also worried about that. It takes a nuclear blast to generate a major pulse, thank God, or we would all be in trouble this very minute.

It appears from the outside that your country has become superficial. You need help and it is available, even if your pride will allow you to ask.

That is a departure from the United States that my father described right after WW I. At the beginning of this article, I asked you what had happened to your country. I have frankly told you my views and I hope I have not offended you. I want it made clear that you asked for my perspective, and I gave it to you. I think this is the way a lot of people in the world see your country. Because we are familiar with a more orderly and balanced government, we just don’t understand why some of the more obvious problems are not corrected. We probably don’t understand your loose and nonconformist method of operation. It would be even better if some of the more irritating deficiencies are corrected. Even if they are not, it is still the best system of government in the world, proven by its longevity. Whether that is in spite of, or because of, your people, we will never know. Good luck,

How we can solve this sticky problem in 30 days

 

AN IMMIGRATION CENSUS QUICK-FIX

SIMPLY BY USING THE POLICE RESOURCES WE ALREADY HAVE IN THE  FOUR GOVERNMENTS --- WORKING TOGETHER.

 With this system, we can quickly identify all of the illegal immigrants in the country, where they live and what their skills are and where they work.  I don’t believe the immigrants will be too reluctant to tell us if it means that they can legally work in a safe environment for a fixed period of time with renewal rights.   This is not an Amnesty offer, or any suggestion thereof.

 Something as simple as the following plan will allow us to sort-out the problem and solve it once and for all.  That is far better than going off half-cocked with an assortment of rules and regulations that can never be enforced.

 MAKE THIS EXTRAORDINARY EVENT A NATIONAL EMERGENCY

 First and foremost--- we must seal the border with REAL troops, National Guard, Army, Border patrol  or otherwise until other facilities are built to replace them.  Without that, nothing will work.  Give the troops “detainment” power to detain a captured illegal alien for at least 96 hours.  Increase the number of guards on the border to one per fifty- yards of border.  Enlist and use veterans, retirees and volunteers to help as special deputies. 

 MANDATE by Federal immigration law that every illegal immigrant in this country must register during a designated month or be deported immediately after being captured.  The mandate must be followed by a huge publicity blitz explaining the program in detail and telling the immigrants where to register in their area. 

 Equal time should be used to explain what the alternatives are if they fail or refuse to register during the designated month. 

 POLICE ACTIVITY

All police departments in the nation must become immigration officers for this effort.  Every person carrying identification identifying him/her as an officer of the law must be included to vigorously enforce the immigration law.  Their part will be to capture and deliver the illegal immigrant to the detention centers.  For this operation, every police department and enforcement agencies in the nation will continue to operate normally with this an added assignment.  All agencies will be required to report their department’s immigration activities directly to a designated border control office.  This operation will be given top priority for the duration of the emergency registration period, or until the Federal government announces that the emergency has abated. 

 THE OPERATION

Local law enforcement agencies will concentrate on finding illegal immigrants by checking job sites, residential areas and places where immigrants normally congregate waiting to be picked up for work.  Those areas and individuals will be targets for constant monitoring after the registration period is over.  The goal is to remove any undocumented workers to a debarkation point for immediate removal from the country after giving them a chance to register.   

 The police will demand that employers send any undocumented worker or job applicant to the registration point before employing the worker.  If the worker refuses to register, the employer will be obligated to call the police immediately and the worker will be detained for deportation.

THE MECHANISM

Set up temporary registration points around the country, numerous locations in every city where there is a large population of immigrants, using vacant properties, fair grounds, fire stations, closed schools, empty offices and other locations where parking is available.  Use a big banner to make the location easy to find.  (You will be using the banner for only 30 days so it should not be expensive.) 

DETAINMENT

Set up detainment facilities within easy drive distance for local police.  Use closed military installations, (or open military installations with excess room,) wire enclosed tent cities or other areas to secure detainees.  They will be there for less than 48 hours.  These “camps” can easily and quickly be constructed.  No operating jails or prisons should be used unless they have room. The temporary detainment centers should be serviced by military field kitchens.  When the mission is finished, the centers would be dismantled. 

ADVERTISING AND PROMOTION MUST BE INTENSE

The program should be advertised widely in Spanish and English on all radio and television stations that use the public airways.  It should be a public service announcement, free of charge to the government.  This would not be a voluntary operation on their part.  All radio and television stations must participate in this national emergency or suffer severe consequences.  The basic requirement should be a twenty second commercial once each hour in Spanish, announcing with emphasis  that this is serious business and mandatory. --- No registration card  -- no work after the registration period.  If an immigrant has no card, they will be arrested and placed in an a detainment facility where registration will be offered one time before deportation.  If an immigrant escapes, and is later apprehended, registration will not be accepted and he/she will be deported immediately.

FEAR BY THE IMMIGRANTS

We can get the message out that there is nothing for the registrant to be afraid of, but they must register or they will be deported.  We must not forget that we are not dealing with the cream of the social crop.  The illegals are laborers, farmers, factory workers, people of little or no education and from the lowest rung of the economic ladder in their home country.  People who are naturally suspicious and have run scared all their lives are not going to trust us.  That is why the advertising must be extensive, easy to understand and  believable, yet have a threatening tone that we mean business and no foolishness will be tolerated.

METHOD OF OPERATION

Start by instructing all immigrants with a last name beginning with the letter A to report to any registration station on the first day of the selected month, then B on the second day, C on the third for the designated month.  Each day brings a new batch of registrants.  From the 28th day until the last day will be set aside to pick up stragglers.  At the end of the designated month all unregistered immigrants will be subject to arrest immediately, and all police personnel will be instructed to search them out and arrest them on sight.  After the designated month, mobile check-points will be set up to screen immigrants for registration cards.

THE FORM AND PROCESS

With the assistance of volunteers and people assigned from government agencies, the immigrant will  complete a simple questioner listing name, address, phone numbers, family members, employer and how long they plan to stay in this country, each registrant will be photographed and fingerprinted before being issued a picture ID card. The right forefinger-print and expiration date will be on each card. 

THE REGISTRATION

The registration facilities should be open 24/7 during the designated month,  Don’t accept the whine of government offices that they do not have the room or time to do this.  Instruct them to MAKE room and time, that this is a national emergency.  They will immediately try to figure how they can tap the national treasury for overtime and other expenses.  Stop it up front.  Instruct them that they will do the job and bear any cost involved.  City, county and state employees, on loan to the program from their regular jobs can be deputized to man the registration desks.  Volunteers and civic clubs will gladly assist.

PENALTIES

An employer employing an immigrant without an ID card after the registration month will be heavily fined per day of violation. 

THE DETENTION FACILITY

A large hanger-like facility equipped with security bars and doors will be established as a barracks to hold the deportable immigrants.  Other detention centers can be established in closed military facilities, warehouses, closed schools and other similar facilities.  There are plenty of them around.  It would be expected that the detainee will not be in a facility for more than a few days, and in many cases, less than a day.  They will either register or be shipped out. 

 The military transport service will establish a “milk run” to pick up loads of the detainees daily and move them to the border.  If the detainee cannot be delivered into their home country, they will be flown to a point as close as possible and transported to the border and released.  Food, medical and other necessities will be contracted to local contractors.

 IT CAN BE DONE EASILY:

The desks in each registration facility will be  manned by employees on loan from the government/s departments of the city, county or state where located. We have the computers to establish the  data base.  The picture ID software is available and operational in all police stations and drivers license stations.  Many commercial establishments, like Sam’s stores and other sources, will probably assist.  There are many qualified people who know how to do it.

 Copies of the final data base would be turned over to the census division of the federal government for national coordination.

 This can be accomplished during a one month period as early as January, 2007, and the whole process will be complete by the end of that month.

LET'S GET RID OF USELESS SMALL TOWNS

In metropolitan Atlanta alone, we have more than 40 small towns, most of them are absolutely useless.  They are an albatross hanging around the necks of the tax-payers.  Let’s get rid of them.  Keep the names as district names and for the post office purposes.  These little towns  serve as a hangout for a small group of citizens who crave power over their fellow man, and can’t get it any other way.  They do serve as a training camp for a few politicians who go on to bigger and better things, but most of them never progress beyond their present position.  Sadly, they are a haven for some small time politicians to play deity and spend tax-payer money.   

It’s a giggle to think these people are interested in public service.  It would be an insult to them to even suggest such a thing.  They want the power to make other citizens dance at the end of their string.   

There is a second group with a vicious, ulterior motive.  Making money.  They see opportunities where a title like mayor or councilman will be very beneficial to opening doors to the money crowd, particularly those seeking favorable zoning and waivers of certain conditions to build.  It also gives them access to the public trough that they ordinarily wouldn’t have.  It actually works in some cases.  These little people handle a lot of public money and the opportunity is always there to rake off a little in fees and gratuities that come with the awarding of contracts and jobs. 

            Back in the old days when the only mode of transportation was the horse and buggy and the primary occupation was farming, “settlements” were necessary for the distribution of supplies and equipment.  A farmer couldn’t afford the time to go all the way to a big city to buy a plow.  The time alone was a killer, so he would go to the “settlement” and save his most precious commodity --- time. 

The farmers are gone, so why do we need the “settlement” anymore.  They are obsolete and in many cases, have become rat-holes for the misuse of our taxes.  Nobody can justify why we have four governments doing a three-government chore, duplicating themselves by furnishing the same services, buying services from a readily available source and reselling it to hapless customers through their contrived monopolies that are inherently dishonest and against the law. 

I am sorry if my ex-political friends are offended, but the truth is the truth.  Your job is not necessary in the modern world of transportation and communication.  All of the buggies are in the museums and the farmers are either dead or working in the private sector.  Sorry, old sport, but your job is obsolete. 

            Now for a possible solution.  Keep the county seat as an administrative district.  Convert all of the little “cities” to administrative districts with only a name, no power and no taxes. Consolidate their activities with those that the county already has in place and operating, or turn it over to private enterprise.  The county government will do the recording and utilitarian work.  Leave the court system to the state where most of it is now.  Simply add the rest.  The county government location does not have to be in a city.  Have over-sight panels watching their every move to see that they don’t get out of line with the taxpayers money. 

The same situation is true all over the nation.  There are hundreds of thousands of useless small towns harboring nearly a half million employees that could be dissolved and save billions of dollars in wasted tax payer money.

I will use one county as an example.  Cobb County, Georgia, has six municipalities operating inside its borders. All are duplicating some or all of the the county services.  Even the Romans wouldn’t have allowed that degree of inefficiency.  We need to fire six mayors and city councils and turn over the duties of operating these little money-sucking warts to a single administrator who operates at the pleasure of the county commission.  His staff would be one secretary.  His initial instructions would be to eliminate duplicate departments, jobs, administrations and substantially reduce the tax load on the citizens.  No new departments would have to be created.  They are already in place in a county.  A few people would have to be added, but nothing like the number that would be sent into the private sector.  Then, if the over-load becomes cumbersome, farm it out to the private sector.  It is a well established fact that the private sector would do a better job anyway.

            Don’t even think of trying to get the legislature to do this.  No politician is going to vote for anything that will eliminate his job.  No member of the Legislature will even introduce legislation to correct this stupid situation.  That is a direct blow to his power base.  There is only one way to do it, PUBLIC INITIATIVE.

            Public Initiative is where, by petition with enough registered voter’s signatures, an issue must be put on a ballot without the permission of the politicians.  It works.  That is the only way for the public to unload the stupid, archaic, antiquated/ self-serving situations that creates a haven for self-serving people at your expense. 

            You supposedly own your government, --- but you don’t.  You are supposed to have all kinds of rights and privileges, --- but you don’t.  You work your back-side off to make money to support your family, but they take it away from you to pay for their pet projects.  Politicians have built a wall around their jobs, and they are bullet-proof.  If someone mentions the impeachment option, laugh loud.

            In the early years of our republic, when the general public was composed of mostly uneducated people, it was necessary to help them survive.  Now that they are over 80 percent literate, it is time to keep our own books.  It is your and my money these politicians are playing with.  We should have some say-so about how it is used.  It is time to put an end to it. 

 

OUR BROTHERS KEEPER

 

Okay, all you experts, --- how about a non-expert opinion just to throw a little salt in the economic wound?  A few of us lower echelon geniuses meet occasionally to convert a few bottles of vodka to urine, where we discuss the days events in detail.  After a while, we have the answer to most of the major issues of the day.  While addressing all of these problems we complain that we are not asked for our opinion nearly enough. 

I am considered a non-expert because I don’t have a string of university letters behind my name, so I am supposedly not well informed.  If good ole common sense and experience makes me credible, then maybe I am salvageable as a citizen and human. 

I am Jack W. Boone, author of several books and opinion articles like this.  I am a former businessman and father.  It was under our system of government that I made my money so I am not looking for a bail-out.  Like everybody else, I recently took a beating on my investments, but most of that was money that I didn’t really earn.  It was handed to me by inflation, easy investments and other soft returns, so I’m not going to cry if I lose some of it back to the system. 

I am looking for a basic, good democratic republic like the one I was born into 86 years ago.  So, I will say my piece and then fade quietly away, even if nobody is interested.

          Do you realize that ninety-two and a half percent of all eligible adults in this country are employed?  Did we forget that in our zeal to paint a dismal picture of the economic situation?  Let’s do a little analysis of the employment picture, and maybe you will feel netter about the situation.  Of the seven and a half percent that are not working about half are the perpetually unemployed and will remain unemployed under the best of economic times.  They are the statistics you read about when the economy is thriving. So --- they are a large part of that alarming figure that scares us half to death these days.  That means that only about three and a half percent of the national workforce is really in dire straights and needs immediate help.  We have insurance in the system to help with that problem, but not cure it, If the economy rolls over and starts back up, and it will, that problem will disappear nearly overnight. 

Have you heard the old saying, that it is a only a recession when your neighbor loses his job and a depression when you lose yours.  That is in play right now.  I think the fear of losing your job is scaring a lot of people into submissive buying.  If you don’t buy it, somebody is not going to get paid to make it. 

We could take one twenty-fifth of the bailout money now pouring into the banks and other institutions (If they would let the banks alone, they would work themselves out of the mess they helped create) and help the real unemployed get back into the work force.  With that would go the fear, and the economy would open up. 

No --- we would prefer to help out starving artist and build recreation centers that would bear the name of some politician than to help those who are truly in need.  In fact that is the last thing a politician wants to do. 

That’s what’s wrong with American politics, among many other things.  The members of congress will yell Socialism if the government helps people, but will build unnecessary junk without a second thought.  I think they left their common sense at home under the mattress after getting elected.  They honestly don’t give a damn about people.  All they want is enough money to get reelected.  They like the prestige and opportunities to make money quickly and easily.  To a man, and woman, they should be drummed out of the service and told to get out of town.  Do you think I am being mean, or do I understand the congress of the US better than most folks?    

Now lets talk about real estate, something I know a little about, having been in the business for forty years and owning several companies that dealt in many phases of the business.  The first hue and cry is by the banks that, following government urging, and seeing an enormous profit out there, sold houses to thousands of unqualified people.  What nobody is saying is that there are also thousands of qualified people in the wings waiting to buy these overpriced houses as soon as they are vacant and the price is adjusted to a realistic figure on today’s market. Much of it is not only grossly overpriced but of questionable quality.  Many of the houses were thrown up as tract housing and sold as custom homes.  Anything to make a quick buck, which is exactly what the builders and developers did.  Example, how many gated communities have you seen with actual guards at the entry.  Very few, I’ll bet.  It was easy.  Build the project with a promise protection, then forget it once the project is sold out. 

The goal was to find some poor sucker with enough creative credit to make him a prospect, and with a little flattery and clever credit report maniliputation, unload the turkey on the poor sap.  After gregarious meetings promicing that the property will escalate in price and make them rich, he is in the street and the house he bought has been unloaded to old Uncle Sucker by clever bankers screaming that if they don’t get relief from their own stupidity the sky will fall.  The builders. Banks, Real Estate sharpies and everybody else connected with the farce knew that these mortgages were mostly junk.   

Our government is making a terrible mistake buying those junk mortgages. 

Let’s look at the only glimmer of hope in this  unhappy mess.  Every mortgage in default has a house and lot attached to it.  That house and lot has some value, probably nearly as much as the sick mortgage tied to it.  If the banks were forced to keep these properties when they foreclose, then sell the properties to qualified buyers; the problem would be largely solved.  Many of the foreclosed owners are probably salvageable if a qualified planner sat down with them and helped them plan a way out.  The bank could defer, delay and in some cases, forgive some of the debt if it appeared that the family has a chance to work out of the mess on their own.  That would stop the foreclosures immediately.  The bank losses would probably be between ten and fifteen percent of the total package.  The government could lend them that money to cover the deficiency, repayable with interest over time.  At the same interest rate they would charge the trade. 

Simple ???  of course and practical, of course.  The banks would complain bitterly and whine, but they would work out of it in time, and I guarantee they would never repeat that stupid mistake again.  Now, with the government stepping in to salve over the gap.  The bank’s attitude will be --- why not?  The government will come to our rescue. 

 

President Obama is trying to fight a dragon with a pocketknife.  If he thinks that building the national infrastructure is the way to create jobs, he is sadly mistaken.  Manufacturing plants create jobs.  Small to medium sized businesses create jobs.  Businesses like restraints, contractors, plumbers, electricians, and supply people create jobs.  A contractor can take forty men with the proper power equipment and build a road, one that formally would take hundreds of men with picks and shovels to complete.  I know because I have been there and done it.  The track the President is pushing shows how very little about modern construction and manufacturing.  Machinery does the work these days.  

Here is a stark example.  When the CCC and WPA were building roads in the pre WW II days, they hired hundreds of men with picks and shovels.  Most of these men had families that fit the favorite photos of the time, gaunt little children, dressed in rage, standing in front of shop-worn parents who looked like they were on their last legs.  The only parallel today would be some of the poor in Appalachia.  In those days, people would work for nearly nothing just to feed their families.  We paid as little as fifty-cents per day for a ten-hour day.  hungary people were glad to get it.  Will it happen again if we do fall into a deep depression?  I think it might.  But, we don’t need all of those men to do those menial jobs any more.  One backhoe and two men can do twice as much work in a few hours as all of those hundreds of men did in days and not only do it faster and cheaper, but more efficiently.  Take a look at a modern day construction job in progress and marvel at the few people on the site and most of them are machine operators or union members sitting there doing nothing, but the labor contract calls for them to be there.  Modern machines have removed the human equation from the scene, so what do we do with the bodies that used to man the picks and shovels?  I don’t know.  Maybe send them all to “collitch” and make teachers out of them.  Technology marches on. 

So, infrastructure is not the way to go.  The President is close, but missed the mark completely.  He wants to send them all to Harvard or computer school.  Just how many computer operators do we need?  What will they do when they graduate?

          If the government wants to create jobs and avoid a depression, you must revive the housing dilemma immediately.  Then you will employ bodies in the form of subcontractors, labor crews, suppliers, manufacturers, planners, engineers and developers.  Then all of the thousands of jobs in those industries will take off like a rocket and soon the companies will be competing for labor as we did in the past post recession periods.  Before you know it, that two and a half percent of unemployed will be working full steam and the suppliers will pick up the slack.  Existing jobs will be secure, people will start buying again and automobiles will fly off the lots.  Appliances and other manufactured goods will start to sell big time.  Only then will the economy recover. 

As for that single segment, automobile manufacturers, it is like the man with the big family observed when he came in the dining room for supper, he knew he had screwed himself out of a place at the table.  We have a gross oversupply of used passenger vehicles available now on lots everywhere.  That bunch of iron should be recycled and the steel put to use on the government bridges and infrastructure.  Car manufacturers should be encouraged to reduce their output until the demand gets back to normal.  Over the last hundred years, we have had about two thousand car manufacturers pop up in this country.  All of them died in the struggle except three.  Maybe it is time for those three to be recycled themselves and let new blood try for a while.  Competition makes the greedy come back to earth quickly.  How about some of the large aircraft builders getting in the automobile business?  They know how to handle unions and how to build efficiently.  It is apparent that the automobile manufacturers don’t know how to do it.  The very idea of an assembly line worker making seventy-five dollars an hour is repugnant to the process.  Educated people don’t make that kind of money.  That is a sure sign that the tail is wagging the dog.  The public is not going to let the automobile die out unless there is another vehicle to replace it.  After all, its only practical function is to move bodies from point A to punt B.  The rest of the car is vanity.

Most of the rest of the world knows that and treats vehicles accordingly.  I was made very aware of that several years ago while visiting my office in Istanbul.  While getting ready to sign a contract with the Turkish steel mills, a very high-ranking individual came to the meeting in a chauffer driven CHEVROLET.  Do you get the point?   It is simply no big deal in most other countries, nor to me.  Personally, I could easily afford a Rolls Royce, but I drive a nine year old sedan.  It is as comfortable and fast as a Rolls.  What are you driving, and why?

          Getting the housing business back on track is no big deal.  All we have to do is somehow convince the American people that it does not require a Cadillac size house to have a place to live.  A Chevrolet will do the job nicely.  How you are going to get people to scale down to wine after they have had champaign may be a bigger problem than starting the economy engine.  The same thing applies to housing.  Get the price back to around fifty-thousand dollars for a three bedroom, two bath, house and a vast majority of the “Losers” now in foreclosure will be able to afford it and pay the mortgage on time.  

          A major obstacle still exists.  We have allowed the suburban counties of the US to get out of control by demanding that houses meet certain size and other standards.  You see what that does?  It makes for a big fat tax role for them to spend on useless projects.  It also increases the price of a house by about twenty percent.  Here is a dirty little secret.  Initially, and nobody will say this out loud, the increase in house size was designed to make suburban properties too expensive for inner city people to buy, thus leaving the crime and poverty problems downtown.  That idea faded away when the enormous profits from the larger houses showed up in the builder’s bank accounts.  The lust for profit took over big time, so extraordinary measures were found to assist the minorities to buy the high priced houses.

Everybody was getting fat.  The landowner made out like a bandit, selling unprofitable old farmland for hundreds of times its actual value.  He smiled all the way to the bank and to his sumptuous winter home in Florida.  The lawyers did great.  Their fees were based on a percentage, the higher dollar amount so the larger the fee the more they made.  The same went for the Realtor, mortgage originator, city, county and state tax coffers, electricians, plumbers, landscapers and other subcontractors were getting wealthy, particularly the builders and developers, who made all of this prosperity happen.  Thousands were profiting from this slick business and jobs were created to support the prosperity. So, who cared about the consequences of their actions or the poor sap who bought that over-priced barn and subsequently lost it because of his ineptitude.  Nobody advised him that he may be heading for disaster.  Quite the contrary, they cheered him on and assisted him in perpetrating the fraud. 

And then the bubble exploded with a sound heard all over the world.  The consensus was, let it go.  The free ride is over.  The heavy hitters took their money and ran all the way to the sun-belt for retirement.  I knew of former subcontractors living in million-dollar homes with extraordinary summer lake “cottages” for entertaining and relaxation.  A few hung on and now they are hurting and crying the blues.  Many are carrying a debt load that will not allow them to return to earth, so they are destined to dump it into bankruptcy one day. 

Don’t worry.  There are plenty of capable hustlers in the industry ready, willing and able to take over, probably at a decent price to begin with.

          So --- how can it be done?  

          First, establish a national building code that will allow builders to build a reasonable size home to fit the market.  Then outlaw all of the thousands of individual municipality building codes and rules that are presently robbing the general public of a decent place to live.  That will allow the builders to build to the market.  Nearly all local codes were designed to fit a cause not affiliated with the building business.  Causes like more taxes, particular accoutrements to fit a supplier, like triple-pane windows and other unnecessary junk.  Couple a corrupt city or county government with zoning boards appointed by the same crooks and the free enterprise system is gone.  Many good builders have thrown up their hands and walked away rather than put up with the crap generated by these bureaucratic thugs.  An example, A manufacturer goes to a city council member that he knows to be accommodating for a few favors.  The hustler sells the thug on the idea that every home needs his over-priced product and the local code should mandate that it be installed in every home built in his jurisdiction.  See what he has done?  He doesn’t have to call on the builder’s.  They have to come to him.  Get the picture.  Rest assured the thug will be well compensated for his trouble. 

As these unnecessary and expensive requirements are now the law and represent about twenty-percent of the cost of every house built. Some responsible builders, who could built thousands of homes will not put up with it and walk away instead.  Their attitude is, who needs some failed ex contractor, now a politically appointed inspector looking over their shoulder and making shambles of schedules and costs with stupid demands.   

As is often the case when tax dollars start rolling in, bureaucrats began creating departments to enlarge their personal portfolios.  That allows them to make rules to keep their antics justifiable.  This fiasco has happened all over the country.  If we could trim down these bureaucratic empires to the bare service necessities and get rid of the superfluous crap now on the tax payers backs. 

That would release the free enterprise system to build to the market and the economy would take off.  As long as those roadblocks exist you can rest assured that nothing will be done.  The bureaucrats would rather see the system fail than to give up one smidgen of power.  My own county could probably dump at least forty percent of its bureaus and people and never miss a beat in providing service.  I have no doubt that all other municipalities could do the same.  Free enterprise cannot exist with a yoke around its neck.  It must be free.  There should be some protective zoning for the safety and welfare of the public, but not excessive and sertainly not for sale. 

          There are thousands of places where a good methods engineer could streamline the systems that are hindering the recovery.  Sub governments are a starting place, not with the banks.

          Every bank should be required to have a separate subsidiary to make, process and initiate construction loans to qualified builders.  The subsidiary should be a separate profit center and control all real estate transactions.  Mortgages should only be awarded to qualified buyers with reasonable job security.  That would isolate the largest asset of most banks into an entity that could have expert overview, manned by professionals and encourage investor participation in the process.  Mortgages should be freed for public consumption on an individual basis as investment tools for anybody.  The subsidiary could operate the mortgage service department for a fee.  In the past, I have found that to be very profitable. 

          In short, get the largest industry in the world back to work, and all of the rest will follow, but something must be done about the current restrictions in place, but other than that, you fund a source of capital to responsible builders and watch this economy take off like a rocket.  With a commingled financial mess where amateurs are trying to handle real estate loans, what can we expect.  The mess will only get worse. 

Jobs pay money and money pays bills.  People create jobs.  Money buys merchandise.  Merchandise requires manufacturing and the circle goes on and on. 

When can we start?  Thirty days is enough time to get this started.  Let’s go.  Let’s do it.
